    Every agency, board and commission MUST be part of the appropriation and revenue review process. This includes all of their money… federal grants, slush funds, revenue generated from user fees or licenses, etc. THEN the agency’s budget should be based on zero budgeting. Start from scratch each year and build a budget. Too much money behind the scenes that these elected officials, appointed boards, executive directors can spend without oversight or the knowledge of the legislature.

    The legislators and elected officials need to stop playing games and telling the taxpayers & voters that they are watching out for us… and start doing it. Actions speak louder than words!

    They also need to get rid of the shenanigans of giving credits to this company or that and start returning the money to the taxpayers.

    Just like the feds, state lawmaker studs can’t seem to stop waiting to present their budget until there is no time for the legislatures to read the stuff before they have to vote on it. Just how will a dedicated session stop this devious practice? The nut-cutting comes down to the vote of the product – not the weeks spent making the sausage.

    I think the intent and the spirit is good, but the conventional practice would prevail.
