Capitol Back Open for Business, Frustrations Over Budget Hole Mount

The Legislature can get back to work this week as the Capitol building is reopened after its electrical systems were replaced last week. Budget negotiations have been ongoing, but lawmakers are beginning to show signs of frustration with the process.
