It appears Senate Appropriations and Budget Committee Chairwoman Kim David is open to a bond issue to build new prisons. The Oklahoman’s Dale Denwalt writes David made her position known to Department of Corrections Director Joe Allbaugh during the Committee’s hearing on Tuesday.
