Wasting no time in the wake of agency accountability reforms being passed by the Oklahoma Legislature, Governor Stitt has named his appointments for three of the agency boards. Those boards are the Oklahoma Healthcare Authority Board, the Board of Juvenile Affairs and the Board of Mental Health and Substance Abuse Services.
“I appreciate Oklahomans who are stepping up to serve our great state and give their valuable time and knowledge to help deliver a customer-centered government,” said Gov. Stitt. “These appointments ensure that business will continue in the agencies following a new law that now reforms the structure of leadership and delivers more accountability and transparency for Oklahomans.”
The board appointments are as follows:
Oklahoma Health Care Authority Board:
Jean Renee Hausheer, MD, FACS, joined Dean McGee Eye Institute in January 2012 working predominately at the Lawton, Oklahoma site where in addition to a busy practice, she works at the Lawton Indian Hospital. She travels often to Oklahoma City to teach Ophthalmology Residents in surgery at the Veterans Administration Hospital, as well as staffing Ophthalmology Resident triage clinics. In Lawton, she’s on active medical staff at Comanche Memorial Hospital and the Indian Hospital. Hausheer holds a Bachelor of Science in biology and an MD from the University of Missouri-Kansas City. She resides in Lawton.
Laura Shamblin, MD, FAAP, currently serves as a general pediatrician at Kids 1st Pediatric After-Hours Clinic, LLC. Shamblin is also founder and editor-in-chief of TraumaInformedMD.com, a source of information and resources for Trauma Informed Care and Adverse Childhood Experiences science and interventions. She holds her Doctorate of Medicine from the University of Oklahoma College of Medicine and is board certified by the American Board of Pediatrics. Shamblin resides in Oklahoma City.
Marc Nuttle is an attorney, lawyer, author, consultant and businessman who has a varied career. He has represented and advised Presidents of the United States, leaders of foreign countries, state officials, and corporations. Nuttle has worked on government policy and has predicted economic trends. Nuttle resides in Norman.
Stanley Hupfeld currently serves as the Senior Consultant at INTEGRIS Health. Previously, he served as the President and CEO of INTEGRIS Health, a system comprised of 13 Oklahoma hospitals, and the Chairman of INTEGRIS Family of Foundations. He holds an undergraduate degree in History from the University of Texas in Austin and a Master of Science in Healthcare Administration from Trinity College. Hupfeld resides in Oklahoma City.
Philip D. Kennedy is the president of Comanche Lumber Company, Inc., a retail building materials supplier, as well as numerous other business ventures in Lawton. In addition, he is a partner of Southern Hardlines, a retail hardware supplier with stores located in Harrah, Elgin, Lawton, Lone Grove, and Enid. Kennedy holds a Bachelor of Science in Agriculture Education from Oklahoma State University and resides in Lawton.
Board of Juvenile Affairs:
Amy Emerson, MD, has enjoyed working with the families of Tulsa Educare since 2008 and now is involved in community outreach for the Tulsa area in conjunction with the Talking Is Teaching campaign. She completed medical school at the University of Mississippi School of Medicine before embarking on a residency in Pediatrics, and as an advisory board member of Reach Out and Read Oklahoma, she has encouraged over one hundred Tulsa physicians and primary care providers to include a new book and early literacy information at well child check-ups. She serves as medical consultant for several early learning centers in Tulsa, and is actively involved in advocacy work to support children living in foster care in our state. Emerson resides in Tulsa.
Stephen E. Grissom, PhD, is a licensed psychologist who currently serves as an instructor in the Department of Psychology and Counseling at Northeastern State University-Broken Arrow. Grissom has also taught at Oklahoma State University-Tulsa, Northeastern State University, Tulsa Community College, and Langston University-Tulsa. He holds a B.S.E in Mathematics from Missouri Southern State College and a PhD in Educational Psychology from Oklahoma State University. Grissom resides in Broken Arrow.
Mautra S. Jones currently serves as the Vice President for Institutional Advancement and External Affairs at Langston University and Executive Director of the Langston University Foundation. Jones previously worked at a variety of Philanthropic foundations as the director of development. She holds a Bachelor of Arts in Journalism from the University of Oklahoma and a Master of Business Administration from the University of Phoenix. Jones resides in Oklahoma City.
Karen Youngblood currently serves as the Executive Director of Customized Education at the University of Central Oklahoma (UCO). Specializing in organization development and educational leadership, Youngblood previously served at UCO as the Director of Staff Leadership Development & External Training, the Director of Leadership Outreach & Scholar Programs, and the Director of Transportation and Parking Services. She holds a Bachelor of Science in Business Management from Friends University and a Master of Education, Adult Education and Training from UCO. Youngblood lives in Yukon.
Janet Foss is a retired Special District Judge for Cleveland County, serving from 1992 to 2016. Foss holds a Bachelor of Arts and Master of Arts from the University of Oklahoma and a Juris Doctor from the University of Oklahoma College of Law. Foss resides in Norman.
Board of Mental Health and Substance Abuse Services:
Courtney Latta Knoblock serves as the Program Director at The Anne and Henry Zarrow Foundation where she is responsible for the design and implementation of strategic grant-making programs, capital grants, and real estate development initiatives through the Foundation’s program-related investments. Prior to this position, she spent more than 16 years with the Donald W. Reynolds Foundation as Director of Programs overseeing an average of $53 million annually in strategic grant-making programs, including targeted initiatives directed at sheltering homeless women with children, science and children’s museums, and charitable food distribution. She is a graduate of The University of Tulsa and has an MPA from the University of Arkansas at Fayetteville’s Fulbright College. Knoblock resides in Tulsa.
Gary Cox serves as the Executive Director of the Oklahoma City-County Health Department, where he focuses on improving health, raising awareness about health issues across multiple sectors, and develops public-private partnerships to improve community health outcomes. He has previously served as an adjunct professor of environmental law at the University of Tulsa College of Law and is presently serving as a visiting associate professor at the University of Oklahoma, College of Public Health. Cox holds a Juris Doctor from the University of Tulsa and resides in Edmond.
Kristin Stacy currently serves as a founding partner of Stacy Legal Group, PLLC., practicing primarily in the area of family law. Previously Stacy served as an associate attorney at Babbit, Mitchell and Chance, PLLC. She holds a Bachelor of Arts from Baylor University and a Juris Doctor from the University of Oklahoma College of law. Stacy resides in Blanchard.
Jeanne Russell is a clinical psychologist specialist who operates a private practice in Tulsa. Russell previously served as Director of Psychology, Social Work, and Training at the Oklahoma Forensic Center and as an Adjunct Assistant Professor of Forensic Psychology at Oklahoma State University Medical School-Tulsa. She holds a Bachelor of Arts in Psychology from Northeastern State University, a Master of Arts in Guidance and Allied Services from the University of Tulsa and a Counseling Psychology, EdD from the University of Tulsa.
Hossein Moini is the president of Adventure Travel, Moini Inc. dba Charley’s Grilled Subs, Cinnabon and a partner in Pin High Investments, Four Wood, Inc. and LOL Family Entertainment Center. Moini also currently serves on the Comanche County Memorial Hospital Foundation and the Lawton Community Foundation board of directors. He holds a Bachelor of Arts in Radio and Television from Eastern Washington University in Cheney, Washington. Moini has lived in the Lawton/Fort Sill community since 1982.
