Legislature Approves Governor’s Emergency Powers, Equalization Board Delays Meeting

Acknowledging this is new territory for Oklahoma’s government, the Legislature approved measures giving Governor Kevin Stitt special powers during this COVID-19 health emergency. Lawmakers also passed a series of bills to patch this year’s state budget.

At the same time, a disagreement between the Governor’s Office and the House over digital transformation funds caused the State Equalization Board to cancel its meeting to declare a revenue failure for the current budget year.

NonDoc’s Tres Savage writes Stitt wants to resolve the issue before the Equalization Board can certify the revenue failure. One of the measures to backfill the state budget cannot be triggered until a revenue failure is declared.

It is estimated the state will come up $416 million short for this fiscal year due to a major drop in oil prices and the shutting of the economy due to COVID-19 measures.
