Congresswoman Stephanie Bice has introduced legislation aimed at preventing the federal government from favoring contractors based on whether their workers are covered by collective bargaining agreements.
The No Preference Act would require federal contracting decisions to remain neutral toward union and nonunion contractors. Supporters say contracts should instead be awarded based on qualifications, performance and value to taxpayers.
“Every qualified contractor deserves a fair opportunity to compete for federal projects,” Bice said. “The government should not favor one individual over another simply because their workers are part of a union. This legislation ensures that right to work states, like Oklahoma, have an equal footing when competing for contracts.”
Congressman Steve Womack of Arkansas is serving as co-lead on the legislation. The measure is also supported by Associated Builders and Contractors and the Association of Oklahoma General Contractors, which argue it would encourage greater competition for federal projects.
