Carter County Republican Chairman Anna Flatt says Republican Party Chairman Dave Weston demanded she resign her post when she filed as a GOP candidate for the 4th District seat held by Congressman Tom Cole.
When you phoned me last Monday to demand I step down as Carter County Chairman as a result of my candidacy for the Congressional seat held by Tom Cole, you were adamant that there was a rule prohibiting GOP officials from taking a position in a primary, and that by filing as a candidate I was thereby taking a position in a primary. I assured you there was no such rule, and it was up to the Carter County Committee to determine whether I should step down.
Even though I will not be campaigning from the position of the Chair, I will absolutely comply with whatever the County Committee desires because it, and not the State Chairman, is the supreme Republican authority in this and every other county in Oklahoma.
The Republican Party was set up much like our government, with the power at the lowest possible level: the individual. The individual directs the precincts, then the precincts direct the counties, the counties direct the states, and then the states direct the national GOP. Power in this party and in this country flows from the bottom up, and it is a grievous error to suggest or advocate the reverse. Somewhere along the way the Republican leadership, much like the government itself, lost sight of this fact, and many feel it’s time to steer the party back to its rules and its roots by putting the power back where it belongs: with the individuals.
You told me that you would find the rule and phone me back. As I have not heard from you in several days, I can only assume you know now what I knew then: there is no such rule. Further, even a cursory glance at the Oklahoma State GOP facebook page reveals that the state party itself is not complying with this nonexistent rule even while it attempts to foist it on others. As of the date of this letter, the State GOP page still displays a large campaign poster championing John Doak for Insurance Commissioner despite the fact another Republican, Bill Viner, is challenging him for that office. Although, as weve covered, there is no rule against such side-taking, its certainly an example of the state party not practicing what its chairman is preaching to the rest of us.
I’ve since heard from many other candidates who felt they were somewhere between strongly encouraged and outright bullied by you not to run. Speaking for myself, I certainly felt I was being bullied in an attempt to keep me from challenging an incumbent. I only wish I had thought to record the conversation so that individual Republicans could decide for themselves whether it was an appropriate tone for the State Chairman to take toward a Republican candidate for office and a dutiful County Chairman.
The Republican Party is a private organization full of many great members to elect. Every single registered Republican is a potential candidate. I’ve done everything I could possibly do to encourage candidates to file, even ones I didn’t agree with ideologically, because I believe there are many different kinds of Republicans and that we are all valuable to the party. Fair and spirited competition is essential in giving voice to the voters, ensuring the cream rises to the top, and putting the best the Republican Party has to offer on display.
From previous conversations, I understand you believe your job as State Chairman is to make sure Republicans are elected at all costs, that if there is a strong Republican candidate we should not risk losing the seat by nominating a weaker one. This is a popular position that you are not alone in holding. You told me I “could not see past the nose on my face” but maybe it is this “party-first” mentality that is short-sighted. I believe that stifling competition within the party, and by extension the country, has done and will continue to do far more damage than my desire to allow voters more choices ever could.
Your way, and that of others who think like you, is to say that the voters can’t be trusted to decide what is best for them when given too many choices, in much the same way the government no longer allows Americans to make our own decisions about our healthcare, about what we grow in our gardens or put in our bodies, about our retirement savings, about who we can marry, about how many bullets we can put in our magazines or how big our Big Gulps are. Whether coming from the Oklahoma Republican Party or the U.S. government in D.C., top-down paternalism is a total abdication of our limited government, free market principles as Republicans and Americans.
Many kinds of Republicans feel called to serve and file to run, many will not ever be elected. But that decision belongs with the individual Republicans, not with the State Chairman or any other party official. In some countries the politburo chooses which candidates the people get to hear from, but this isnt one of them and, God willing, it never will be. Nasty phone calls from the Republican establishment serve only to prove the entire point of my campaign: that this party has become stagnant, lost its way, and is in desperate need of some new blood. Ive said all along that I am certainly not the best candidate for the job, and I dont think any differently now. But this experience has proven the value of free and open competition, and so I will continue my campaign despite your indignation, and do my best to ensure that every Republican candidate has a platform from which to speak and that every Republican voter has a chance to be heard.

Thank you for making this issue public Anna. I have seen the same thing in my county and felt the oppression and tried to press on anyway. I believe like you that we need to have the conversation AND we need to actually try to be truly fair and gracious to one another. It seems that Rule 19 (g) Reason #4 provides the just cause for Flatt being removed from her chairmanship. It is difficult to not support or endorse an opponent of a Republican candidate when you are the opponent.
Rule 19(g)(4) Causes for Removal… “Publicly supporting or endorsing an opponent of candidates of the Republican Party.”
This rule is referring to supporting or endorsing a Democrat or Independent opponent.
Anna, it supports your reasoning to assume that the rule refers to supporting or endorsing Democrat or Independent opponents, but that language is not in the rule.
Precisely, Anna. Otherwise, no other Republican candidates would be permitted. Distortion of the rules is an old trick the establishment often uses, and it is effective because so many of the grassroots don’t know the rules. I am glad you do know them.
That is up to her county committee, not the state chair. Official endirsements aren’t alkowed until after the primaries.
I think Ms Flatt underestimates herself. The mindset of our state chairnan is exactly what is wrong with our current system it needs to end now.

I have been amazed at what she has done in her county, and expect to see her governing for the benefit of the citizens, rather than the government. There was nothing wrong with the system, When a Chairman is keeping secrets from the State Party and also has no accountability it is hard not to question his every move….. Democrats are licking their chops right now because they see the weak leadership that Weston has provided the State GOP its very dangerous and needs to be fixed…. I would like to see a report from Weston and see what he has actually been doing the past few months in the Party…. Because honestly … its a mystery

TS… you obviously aren’t familiar with the Republican Party rules. The party rules state “…endorsing or supporting an opponent of the candidates of the Republican party”. It doesn’t state anything about endorsing or supporting a Republican in a primary. Previously, this rule was specific to an elected or appointed officer of the Republican party at any level endorsing or supporting democrat candidates, but in recent years was changed to any opponent of a Republican candidate. This is just as much a cause for removal as misappropriating funds, or being convicted of a felony.
As for Anna, it is clear that her candidacy is based on principles… and providing voters a choice at the Primary. Hoorah for Anna! She is a principled woman, with courage, to stand up against an entrenched congressman who has obviously become part of the problem, not part of the solution. He is more concerned about changing the name of the Washington Redskins team than representing his constituents with Constitutional principles!
Sounds to me like it should be up to the county to decide. The rule was made to keep it as fair and unbiased as possible for all candidates, and if the county members don’t like it, bring it up for a vote. If nobody minds, then leave it alone. If she see’s it as being too divisive, then she’d probably resign. We’ve got bigger fish to fry than worrying about this one.

Is Congressman Cole resigning to run? If anyone is in a position to be favored, it would be Cole, not Anna Flatt! If she needs to, so does he. Of course, that is ridiculous. Go, ANNA!

I’ve been lucky enough to be by Anna’s side when our eyes were opened at the Oklahoma State Convention- we witnessed the dirty truth – that our state convention had become a show, a production, a farce! Over the years, I’ve witnessed Anna’s commitment to sincerely stand up to this corruption and I’m proud to say I support her 100%! Way to go Anna!
Out if curiosity, and for a few laughs, I keep up with the activities of the Oklahoma Democratic Party. Its ‘diversity’ of personalities and strange behaviors are always good for a chuckle. What I’m hearing on this site is starting to sound familiar and scary. It sounds like the state GOP honcho and people like TS are dead set against anyone running against Cole and having a chance to win. They can play all the games with the rules that they want – but they are wrong to deny the voters a true choice of candidates.
Vernon: You misunderstand my comments if you think I am “dead set against anyone running” for an office. I think that Anna has valid reasons for running for that seat and I applaud her for putting herself on the line. Our system works better when we have choices. I question her position to remain as chair of her county. I apparently interpret Rule 19(g) much differently than many of those who comment here, but I was trying to give some basis for why someone could call for her resignation as chair. Ignoring the rules, though, I still do not see how it is ethical for Anna to maintain her chairmanship when she has a clear bias for a particular Republican candidate (herself) over the others in the primary. Obviously, my traditional view that leadership should try to remain neutral in the primary is unimportant. The constituents of Carter County are the ones in charge in this situation.
