The Oklahoma Council of Public Affairs (OCPA) is poised to announce that Jonathan Small has been named Executive Vice President and Rachel Hays has been named Development Director.
“On behalf of the OCPA board of trustees, staff, and membership, it gives me great pleasure to announce that Jonathan Small has been named Executive Vice President and that Rachel Hays has been named Development Director,” said OCPA President Michael Carnuccio. “This organization dedicated to free markets and free people will have increased impact across the state and nation as a result of their service in these new roles.”
Small, who previously served as OCPA’s vice president for policy, joined OCPA in December of 2010. Small’s experience includes time as a budget analyst for the Oklahoma Office of State Finance, a fiscal policy analyst and research analyst for the Oklahoma House of Representatives, and director of government affairs for the Oklahoma Insurance Department. Jonathan holds a B.A. in Accounting from the University of Central Oklahoma and is a Certified Public Accountant. Small’s work includes co-authoring “Economics 101” with Dr. Arthur Laffer and Dr. Wayne Winegarden, and his policy expertise has been referenced by The Oklahoman, the Tulsa World, National Review, the L.A. Times, the Wall Street Journal and the Huffington Post. A recipient of the American Legislative Exchange Council’s prestigious Private Sector Member of the Year award, Small is nationally recognized for his work to advance limited government, individual liberty, and free markets.
Hays, who previously served in development and donor relations, joined OCPA in April of 2012. Hays was recently named one of Oklahoma’s 30/30 by iON Oklahoma Online. Hays has been an active member of local community organizations, serving on various committees and volunteering for major events and programs. Hays holds a Bachelor of Science in Family Life Education from the University of Central Oklahoma.
