If they can not be charged with violating a state or municipality law, that would make them “above the law” or part of the “ruling class”. That is acceptable ONLY in a monarchy or dictatorial society, not in an established republic.
Additionally, if they are not required to obey the very laws they create there is no accountability and no personal concern for the impact of such a venture.
Makes me wonder what kind of evil is being hidden (or at least desires to be hidden)!
