Oklahoma Surpasses Louisiana for Highest Incarceration Rate in Nation

A new study by the Prison Policy Initiative shows Oklahoma has pushed ahead of Louisiana for the highest incarceration rate in the country. The Tulsa World’s Harrison Grimwood and Kyle Hinchey write Oklahoma’s incarceration rate is 1,079 per 100,000 people. Supporters of criminal justice reform point to a lack of funding for mental health and rehabilitation programs, while prosecutors say the latest slate of criminal justice reform measures, including State Questions 780 and 781, is doing nothing to reduce the numbers of people behind bars.
