Congressman Frank Lucas, who is the chairman of the House Agriculture Subcommittee on Conservation and Forestry, spoke Wednesday to the congressional conference committee as it prepared to take on the 2018 Farm Bill.
Lucas contends the Farm Bill is necessary as a safety net for rural America.

Get rid of the food stamps, Frank. Or at least cut them back to a low level. We have full employment, we have a booming economy and we have little need for government handouts like food stamps. All they do is build and reinforce a dependency culture.
