“Bell to Bell” Cellphone Ban in Schools Crosses Finish Line

Governor Kevin Stitt has signed Senate Bill 139 which prohibits students using cell phones during instructional hours at school during the next school year. The new law has its author, Senator Ally Seifried celebrating.

“Starting this fall, every Oklahoma student will have a distraction-free learning environment from the first bell of the day to the last,” Seifried said. “This will allow teachers to focus entirely on educating our kids while students can concentrate on learning as much as possible. After two years of hard work on this issue, I’m thrilled to see this legislation become law, and I’m confident students, parents and teachers will see immediate benefits once the new school year begins.”

The bell-to-bell restriction on phones will be a requirement for all public school districts in the 2025-2026 school year. There are exemptions carved out for medical conditions and emergencies. Districts must create a disciplinary action outline for students who violate the phone-free policy.

After the initial year, school districts may adjust the phone policy.
