House Advances Bill to Modernize VIN Inspection Process

Legislation aimed at updating Oklahoma’s vehicle identification number inspection process is headed to the Senate after clearing the Oklahoma House.

House Bill 3148, authored by Oklahoma Representative Emily Gise, passed the House on an 83-11 vote after earlier receiving unanimous approval in two House committees.

Gise said the measure was developed after businesses in her district raised concerns about delays and regulatory hurdles tied to the state’s current VIN inspection system.

“Oklahoma families and businesses deserve a government that works for them, not one that slows them down,” Gise said.

The bill would allow qualified sellers and licensed operators to conduct VIN inspections at the point of sale while updating outdated procedures and clarifying who can perform inspections. The measure also includes accountability provisions to address fraud or noncompliance.

House Bill 3148 now moves to the Senate, where Oklahoma Senator Paul Rosino is the Senate author.
