Governor Fallin today announced appointments to various agencies, boards and commissions in Oklahoma.
Board of Health
Tim Starkey of Alva is the chief executive officer at Great Salt Plains Health Center in Cherokee. Prior to that, he served as CEO of Memorial Hospital of Texas County in Guymon. He is president of the Oklahoma Primary Care Association. Starkey received a bachelor’s degree from Oklahoma Panhandle State University and a master’s in business administration with an emphasis in health care management from the University of Phoenix. He is replacing Alfred Baldwin, Jr. and will serve in position 4 on the board.
Board of Pharmacy
Jim Spoon of Sand Springs is a pharmacist and owner of Spoon Drug in Sand Springs and T Roy Barnes Drugry in Tulsa. He is a past president of the Oklahoma Pharmacists Association, a board member of the Pharmacy Providers of Oklahoma and a committee member of the National Association of Community Pharmacists. Spoon received a bachelor’s degree from Southwestern Oklahoma State University and a master’s degree in pharmacy from the University of Oklahoma. He is replacing Bill Osborn and will serve as a member selected from a list provided by the Oklahoma Pharmacists Association.
Board of Dentistry
Lori Roberts of Broken Arrow is an attorney at the law firm of Carroll, Ward and Roberts. She is the current director of Meals on Wheels of Metro Tulsa, a member of the Tulsa Rotary Club and a member of Leadership Tulsa. Roberts received both a bachelor’s degree and a law degree from the University of Tulsa. She is replacing David Newsome and will serve as a lay member.
Board of Mental Health and Substance Abuse Services
Bruce T. Fisher of Oklahoma City is a curator at the Oklahoma Historical Society. He previously served as director of institutional development at Langston University and also served as assistant secretary of state in the Bellmon administration. Fisher earned a bachelor’s degree in history from Langston University and a master’s degree in history from Texas Southern University. Fisher has served on the board since 2005 and is being reappointed.
Physician Manpower Training Commission
Layne Subera of Skiatook is a physician at Skiatook Osteopathic Clinic. He is the president-elect of the Oklahoma Osteopathic Association, chair of the Bailey Education Foundation, chair of the audit committee for the American College of Osteopathic Family Physicians and serves as an Oklahoma delegate at the American Osteopathic Association House of Delegates. Subera received a bachelor’s degree from Oklahoma State University and a doctorate of osteopathic medicine from the OSU College of Osteopathic Medicine in Tulsa. He is replacing Duane Koehler, who resigned, and will serve as a practicing osteopathic physician.
Pam Spanbauer of Oklahoma City is the executive director of patient care services at Mercy Health Center in Oklahoma City. She is a registered nurse and a member of the American Nurses Association and the Oklahoma Nurses Association. Spanbauer received both a bachelor’s degree in nursing and a master’s of education from the University of Central Oklahoma. She is replacing Mike Brown and will serve as a lay member.
State Election Board
Tom Montgomery of Muskogee is owner of Management Services, a financial services company. He received a bachelor’s degree in management and economics from Northeastern State University. Montgomery is replacing Tom Prince, who resigned, and will serve as a Republican member of the board.
Oklahoma Tourism and Recreation Commission
Robyn Batson of Broken Bow is chairman at 1st Bank and Trust of Broken Bow. She previously served on the Department of Tourism Commission from 2000 to 2006. She also served on the Board of Trustees for McCurtain County Higher Education. Batson received a bachelor’s degree in economics from Centenary College in Louisiana. She is replacing Trae Gray and will represent the Second Congressional District.
Oklahoma Board of Private Vocational Schools
Jeremy Gibson of Tulsa is the chief executive officer and president of Spartan College. He previously served as president of Nashville Auto/Diesel College in Tennessee. Gibson received his master’s degree in business at the Xavier Business College in Sydney, Australia. He is replacing Andrew Moore and represents an executive or managerial position in private vocational schools.
State Textbook Committee
Sherry Campbell of Nowata is a teacher at Nowata Public School, where she has taught for more than 20 years. She is a member of the Oklahoma Council for Social Studies and the Oklahoma Alliance for Geographic Education. Campbell received a bachelor’s degree from Bartlesville Wesleyan College. Campbell is replacing Nancy Hindenburg, is certified in social studies and will represent the Second Congressional District.
Patti Harrold of Edmond is a history teacher and department chair for Edmond Public Schools. She is a member of the Professional Oklahoma Educators, National Social Studies Supervisors Association and was a founder and past president of the National Council for History Education. Harrold received a bachelor’s degree from Oklahoma City University and a master’s degree from Lamar University in Beaumont, Texas. She is replacing Vicki Vaughan, is certified in social studies and will represent the Fifth Congressional District.
Oklahoma Educational Television Authority
Jerry Nye of Weatherford is a retired professor from Southwestern Oklahoma State University, where he taught English, speech, journalism and language arts. He is an honorary lifelong member of the Oklahoma Council of Teachers of English. Nye is a veteran of the Korean War where he served in the U.S. Army Corps of Engineers. He earned a bachelor’s degree in education from Easter Central University, a master’s degree from Oklahoma State University, and a doctorate degree from the University of Northern Colorado. Nye is replacing Mary Ferguson and will represent the third Congressional District.
Oklahoma Department of Libraries Board
Ann Ritchie of Enid is a retired reading teacher. She also is on the Board of Trustees of the Public Library of Enid and Garfield County. She serves on the Enid Symphony Auxiliary and previously served on the Enid Public School Foundation. Ritchie received a bachelor’s degree from the University of Oklahoma and a master’s degree in education with a reading specialization from the University of Central Oklahoma. She is replacing LaWalta Turner and will serve as a member from the Third Congressional District.
Don Evans of Oklahoma City is an assistant U.S. attorney for the Western District of Oklahoma and a commander in the U.S. Navy Reserve Judge Advocate General’s Corps. Evans received a bachelor’s degree in history from Princeton University and a law degree from Tulane University. Evans is replacing Tom Terry and will serve as a member of the Fifth Congressional District.
Oklahoma State Athletic Commission
Terry Smith of Oklahoma City is the director of the Family Resource Center of the Chickasaw Nation. He has more than 40 years experience in the practice of martial arts, including promoting amateur and professional events. Smith is being reappointed to the commission and will serve as a person with experience as a professional boxer or in professional boxing promotion.
Malcom Atwood of Norman is a retired director at the Oklahoma Bureau of Narcotics and Dangerous Drugs. He also served in the U.S. Air Force. He earned a bachelor’s degree in criminology from Florida State University. Atwood is being reappointed to the commission and will serve as an at-large member.
Danny Hodge of Perry is a retired professional wrestler. He previously served as the chairman of the Oklahoma Wrestling and Boxing Commission. He wrestled for the University of Oklahoma, where he received a bachelor’s degree. He is being reappointed to the commission and will serve as a person with experience as a professional wrestler or in professional wrestling.
Mike Bower of Midwest City is the emergency management director for Midwest City. He previously served as the fire chief in Midwest City. Bower is being reappointed to the commission and will serve as a person with experience as a professional boxer or professional boxing promotional experience.
Mark Hanstein of Oklahoma City owns and operates a dental practice in Oklahoma City. He is the director of the Oklahoma Dental Society as well as a member of the American Dental Association and the Oklahoma State Dental Association. Hanstein received a bachelor’s degree in science from the University of Central Oklahoma and a bachelor’s degree in microbiology from the University of Oklahoma. He earned doctorate of dental surgery from the University of Oklahoma College of Dentistry. He has served on the commission since 1988 and is being reappointed.
Oklahoma Securities Commission
Bob Neville of Oklahoma City is the executive vice president of BancFirst, where he manages the bank’s investment securities portfolio. Before joining BancFirst in 1986, he worked in the investment division of First National Bank of Oklahoma City. He currently serves on the State Treasurer’s Investment Advisory Committee. Neville received a bachelor’s degree in business administration from the University of Oklahoma. He is replacing William Johnstone, who resigned.
State Banking Board
Mike Spradling of Sand Springs owns and operates Flying G Ranch. He also serves as director of the Oklahoma Farm Bureau and the American Farm Bureau Federation. He also serves on the Tulsa County Public Facilities Authority. Spradling received a bachelor’s degree in business administration from Oklahoma State University. He replaces Bob Weaver and will serve as a public, non-banking member of the board.
Oklahoma Employment Security Commission
Mike Fair of Oklahoma City works for Fair Insurance Agency. He served a total of 26 years in both the Oklahoma House of Representatives and the Oklahoma State Senate. In 2001, Fair was named Oklahoma’s Outstanding State Lawmaker by the State Chamber of Commerce. He received a bachelor’s degree from Southwest Christian University. Fair is replacing Susan Stoll.
